Support: This legislation aims to broadly reform the state's failed jail system. State jails were originally created to keep Texans sentenced with minor offenses closer to community support and rehabilitative services. Due to budget cuts, today these facilities are effectively warehouses, largely for people experiencing substance use addiction.
