Oppose: HB 16 (companion bill SB 23) would criminalize doctors who do not provide medical treatment to a fetus after a botched abortion, an incredibly rare occurrence. This bill aims to further stigmatize abortion and target abortion providers in Texas who perform this very safe medical procedure.
