Bio

Crystal Parker serves as the Chief Operating Officer of the ACLU of Texas, where she oversees the organization’s non‑programmatic functions—including human resources, finance, information technology, operations, risk management, and compliance. With many years of experience in human resources and organizational leadership, Crystal ensures that these core functions operate seamlessly to support staff, strengthen internal systems, and enable programmatic teams to focus on advancing the ACLU’s mission.

Crystal joined the ACLU of Texas in 2019 as Director of Human Resources. In that role, she led efforts to shape and sustain the organization’s evolving workplace culture, introducing processes that enhanced performance management, strengthened workforce planning, and improved compliance practices. Prior to her work with the ACLU of Texas, Crystal served in senior leadership roles across the nonprofit and public sectors, where she guided culture initiatives, supported strategic realignment, and championed people-centered organizational values. Her earlier contributions included leading employee services and development initiatives focused on economic justice and implementing major human resources programs.

In addition to her professional leadership roles, Crystal has volunteered as an instructor in TRIO programs, creating and delivering curriculum to support lower-income, first-generation, and students with disabilities pursuing educational advancement.

Crystal has completed advanced studies in business administration, human resources, and public policy and administration, and she is a certified executive coach. Her coaching training directly informs her leadership approach—strengthening her work with teams, enhancing communication, and fostering environments where staff can grow, contribute, and thrive.
