AUSTIN, Texas – The Texas legislature passed Senate Bill 2972 on Sunday night, which limits bipartisan free speech protections passed in 2019 and allows the government to restrict when, where, and how Texans can express themselves on public college and university campuses, even when that speech is protected under the Constitution.

S.B. 2972 will be sent to the governor and is expected to be signed into law.

The following quote can be attributed to Caro Achar (she/her), engagement coordinator for free speech at the ACLU of Texas:

“S.B. 2972 threatens the free expression of all Texans, regardless of political beliefs. This bill imposes broad restrictions that allow school officials to restrict how, when, and where Texans can speak on campus — undermining the First Amendment rights of students, faculty, staff, and the general public.”
